Most craft stores, and Wal-Mart sell the foam cones for table displays. You
can find them in the fabric section. Hot glue fabric to it before you paint.
They foam will melt with the paint. You can simply glue different colored
fabric in a swirling motion. Use iridescent fabric.

You will need to put a heavy backing on it, maybe in a triangle shape. This
will weight it down.  Attach the two corners to the brow band and the cone
on the lower end.
