You might be using too much water.  If the water level is just an inch or two above the top of the dry pellets (or shreds, if that's what you're using) then the bp should soak all the water up.  If you also mix in the Sr. with the bp before adding the water and then soak it, your mare would probably eat it pretty quickly!  The slowest eating of our horses go through his beet pulp in 2 hours - no grain added, just hay pellets.
