I don't have a number on Ryan's bill but it states, "To amend the
National Trails System Act to require that property owners be
compensated when certain rail banked trails are developed for purposes
of public use, and for other purposes.  l. Be it enacted by the Senate
and House of Representatives of the United States of America in Congress
Assembled, "Section 8(d) of the National Trails System Act 16 U.S.C.
1247 (D)  is amended by inserting "1" after "d" and be adding the
following at the end thereof:"(2)WHENEVER ANY RIGHT-OF-WAY IS SUBJECT TO
THE INTERIM USE PROVISIONS OF PARAGRAPH (1).  NO SUCH RIGHT-OF-WAY MAY
BE DEVELOPED FOR PURPOSES OF PUBLIC USE AS A TRAIL UNLESS FAIR AND
REASONABLE COMPENSATION FOR SUCH USE HAS BEEN TENDERED TO THE PERSON TO
WHOM SUCH RIGHT-OF-WAY WOULD REVERT IF IT WERE ABANDONED FOR RAILROAD
PURPOSES."  This paragraph could kill the railbanking of line. 
Remember, no litigious case has ever been settled in favor of an
adjacent land owner because they do not have title to the land, it was
never theirs. Call your Federal Senators and Representatives and tell
them you are in opposition the the Ryan amendment will forward their
e-mail address in Washing to you.  Have your contacts email them also.
