Actually, the state and county road department are pretty good at picking up 
dead animals within our jurisdiction.  Not many people dump their dead 
horses, cattle etc. in the road right of way, but they do pick up dogs, cats, 
skunks and such if notified.  When I said property owner, I was thinking of 
times when the snewaky owner would truck a carcass out to an illegal dump 
spot and leave it.  jeri
