Australian Cattledog & horses



My blue heeler jumps up at my horses when they put their head down to look at her and it appears she's trying to bite them in the nose! I've gotten after her and banned her from the horses area but if there is one common theme here - she doesn't mind like other dogs I've had. I've haven't had her out yet following us with the horses so I don't know if she's aggressive toward them on the trail. She's 1 year old and we adopted her from city dwellers so she's never been around livestock until recently.
She's not aggressive with us or our other dogs but she does like to "play" and I'm wondering if that's what she's attempting to do when she jumps up at the horses nose?
Anyone else have a problem with behavior in their heeler toward horses?
