Nancy - your story was great - you showed guts and follow-up-titude.  I
applaud you.  Maybe the strategy should be changed though - maybe
instead of actually smacking a car with a whip, you could just kind of
hold the whip out there.  Then if asked, you could truthfully report
that the car hit the whip because it was too close, not the other way
around.
I am wondering in your situation if there's any way the road dept. could
install those little round things that you can hear the tires hitting
when you drive over them, to warn the public that there's an equestrian
crossing, i.e. speed zone, ahead.
