I don't know all the reasons for the lower criteria, I can only assume that
the vets and people who lowered it knew what they were doing.  My only problem
with the 60 pulse requirment is with a mustang I used to compete with.  His
normal resting HR was about 48.  He could go and go at the rides, never had
any problems except meeting the 60 pulse requirement.  I would loose time at
the checks, I tried everything I though of to lower it.  I would go slowly
into the checks, get off, loosen the girth, etc.  I would cool him down and
let him rest for awhile, still 68, rest and massage, 65, you get my drift.  It
normally, in cool weather and flat trails take him about 15 minutes to get to
60.  My arab though will be at 60 when we TROT into the check, no need to even
get off until I'm at the PR people!  WOW what a difference.
