That's right.  After all, none of this was the horse's fault.  Interesting 
how the letters don't address any of the OTHER charges against Boggs--like 
trying to tamper with the officials (or however that was worded) among other 
specific rule infractions?  The ONLY thing that is addressed is the surgery 
on MP, and that was the ONE thing that IAHA apparently was not able to make 
stick.
