This is only one other opinion, but I would agree with Joe's comments.

The picket line allows for movement and safety as well if money is the
problem with not getting a pen for your horse. 

I got a nice sized solar pwered electric pen for my guys for about $200.
It was one of the best things I ever did when I got into this crazy
sport.

With all the accidents that can happen to our beloved critters, I like
to eliminate the one's I do have some control over. The picket line is a
viable option for safety reasons as well as your critter's ability to
relax and rest for the ride.
