To repel flies mix 1 cup Skin-So-Soft with 2 cups white vinegar and 1
tablespoon eucalyptus oil, or citronella oil.  It can be sprayed or wiped
on.  Apply liberally to mane and tail.  Be careful of wiping it between hind
legs.  I've found it will burn (irritate) some horses.
