Skin-So-Soft

I picked up a couple of bottles of Skin-So-Soft at a flea market last winter
to see how effective the stuff really is and am wondering how to use them.
Do I dilute and if so, with what (did I read vinegar somewhere)?  Do you put
the stuff in a spray bottle?
