Do I dilute and if so, with what (did I read vinegar somewhere)? Do you put
the stuff in a spray bottle?

I don't know the formula, but I'll tell you that the smell of Skin So Soft
after a couple of hours becomes quite repulsive. Smells like your horse
spent the day in a low rent beauty parlor. Also, in my experience it
actually ATTRACTS certain types of flying pests (like ground wasps, for
example). A friend of mine used to use it (by the gallon based on the
stench) and I always tried to make sure I was upwind of her when we rode
together. I'd rather have the gentle odor of pyretherines wafting around me
than Avon Skin So Soft (blech!).
