Susan,
I haven't used neoprene, but a friend's mare has problems with galling
becasue of a very short girth area and wide barrel.  The only thing that has
worked for her is the Sports Saddle girth that Teddy from Running Bear
makes.  It's 2 strips of nylon so it isn't as still.  I don't know what type
of saddle your friend's daughter is riding in, but if it's Western or
endurance the SS one would work, and if English or dressage I'm sure Teddy
could make one similar, if it sounds like something she'd like to try.
