When I used to show Saddlebreds, I used all kinds of conditioners,
washed it all the time, brushed it out carefully, kept it braided up in
a sock, the whole works and I could never get the tail much past the
hocks.

Now I ignore tails entirely (scrub the root with water but no soap maybe
three times a year), only brush it out for a ride (sometimes) and never
use any kind of product on it at all, and they all grow down to the
ground.

Good luck---I have border collies too and am always amazed at the new
and unusual crimes they find to commit.
