.  What makes a horse a kicker? 

This is the question that I had. Who decides? Could someone use this to
disqualify a top horse before an ride even when it's not true?

I red ribbon all my horse's tails hoping that the riders will pay
attention and stay away.
It usually works and I have no problems.
