A few things are brought to mind about sore withers:
1.  The saddle is riding only partly on the cutback pad, as the cut has
split too far down.
2.  Your horse runs downhill from the rump, and thus the saddle is being
jammed into the wither from your weight..
3. The foam is too soft to lift the saddle to a balanced position ie. a
level seat.
4. Your position in the saddle.
