I think an easy way to start teaching a horse to tail, is to teach him
to go on long lines first.  That way, he is used to you controlling him
from behind.  When you can drive him from behind, gradually move up
until you are right behind him and start holding his tail as you walk
along.  Things progress naturally from there.  It's one thing to tail,
it's another to tail and STEER at the same time.
