Racing is damaging to old unconditioned horses too. Raising the starting 
age will only deprive sensible riders of the opportunity to condition 
their young horses at rides with their endurance friends. It will also 
deprive the newcomers the opportunity to ride with an experienced person 
just starting a young horse.
