Yes.

A flake of hay can vary between five and twelve pounds (or more), so it
depends on the weight---5 pounds of cubes equals five pounds of hay,
except that with long-stem hay, you tend to get a bit of wastage.  My
guys, however, snuffle around until every last stem is hoovered up, so
"waste" is an unknown quantity around here.  On average, though, horses
tend to waste about 10% of long stem hay, so you would have to feed 5.5
pounds of hay to equal 5 pounds of cubes.
