I've spent a ton of money over the years on different cantle packs and
the best and LAST one I'll ever buy (except to replace a worn-out one)
was the SnugPak from Sportack.  Fits perfectly, snugs down tight, the
bottles stay where they belong, machine washable, a nice size for stuff
and was available in lots of colors---and when I had to order one
special to fit my Express, they had it to me within a week.
