The major concern which motivated the writing of Prop 6 in CA was the very
occasional injured horse who was transported in that condition.  There was a
very emotional, deep pocketed woman who put up lots of the money to push Prop
6.  Lots of emotional appeal was sent out to the public.  

What was needed was a law which would require quick dispatch of an animal
which was too injured to stand up for the trip to Texas.  A law to ensure
Humane methods of shipment is still needed.  That is still a need because Prop
6 will not prevent the shipment of horses out of CA for dog food or
fertilizer.  It will reduce the price that the seller will receive for a
useless horse.  The horse, even a seriously injured one will still undergo the
same trip to slaughter, the end result will just be dog food or some such.

Heidi can tell you better than I what this Bill will eventually do to the
price of horses.  Most of the horse owning public cannot afford to stable a
useless horse.
