This is correct.  The implications could be far-reaching and devastating.  The
entire horse industry, including most reputable breeders and trainers, as well
as many equine veterinarians, are sincerely hoping that California sends a
resounding "no" to the framers of this legislation, to discourage similar
propositions from popping up elsewhere.
