At the Panter Run the pulse rate was set at 60. I didn't see any
difference. There were fresh horses at the end and there were over rode
horses at the end. From watching my HRM on three different horses and
working P&R an many rides, my experience has been that 68 to 72 is the
"magic number" where the pulse will hang. Usually and I say usually, once
it drops below about 68 it drops like a rock so there isn't much difference
between 64, 60 and 56.

In my case I start to walk into the P&R at 64 and usually by the time they
take it it is 56 or 60. I doesn't take me any longer to come to 56 than
64. However, I am not usually busting ass for every spare microsecond.
With my six foot frame, I can not run with the little girls anyway so why
push my horse.
