Jane - While you are absolutely correct in what you say here, there is a
rub. That very same reasoning could be used by non-horse people saying:

"Why allow those people to race horses over very uneven ground
when they can't even see around the next bend in the trail?
It's a obviously accident prone sport. Who pays when they
become paralyzed from a fall? Society - that's who!"

Somehow we, as a society, need to draw the line on how many rules and
regulations there can be that infringed a person's right to pursue
happiness. At some point the individuals who make up society need to
mind their own business.

While I won't drive my car with out my seat belt on and I won't get on my
horse or bicycle without a helmet or my motorcycle without my helmet,
jacket and gloves I still STRONGLY resent laws forcing us to do these
things. I CHOOSE to take these precautions because of accidents I had
seen first hand; LONG before laws forced it.
