Since everyone else was chipping in with their experience/solutions I 
thought I might as well add mine.  I use braided macrame cord for reins. 
I start each rein with 8-10 ft. of cord, 3 lengths.  I double the 
lengths through snaps, scissor or whatever, then braid the doubled 
strands (6 total) to near the end, and tie it in a know.  Singe the ends 
of the cords to melt them so they don't unravel.  Make 2 reins and knot 
them together or use them separately. I knot mine, after making the 
reins the right length for the horse I'm riding.  These are very soft to 
your hands but will hold up for riding very well.  They will also break 
if you wind up in a situation where a horse gets a leg through, hung up, 
whatever.  Emergency repair can be effected by just tying the ends back 
together again.  I've used these for years and have had other people 
ride my horses with them and like these reins too.  Problem is, finding 
macrame cord now is getting harder.  But, it's an alternative for 
someone who is interested.  The cord comes in all colors so it can be 
coordinated with any color tack and each roll will generally make 
several sets of reins with extra cord being handy to tie all sorts of 
things with.
