We ride exclusively with hackmores.  The Vosel has great stopping power, 
not much lateral control.  If I want to make a point, I use a 
Kimberwicke.  I avoid snaffles & pelhams because they encourage a stiff 
poll and leaning.  There are combination hackamore/bits, but they look 
really mean altho' they're probably not.  You could always ride with 
both, double reins are a pain but can be handled--then drop the bit when 
you no longer need it.
Actually, all kidding aside--your posture is the best brake you own.  Sit 
back, tighten that lower back and alternately tense/release with the 
"outside" shoulder (and yes, this works even with a hackamore--you would 
not believe how sensitive they are to "deliberate tension").  If posting, 
SLOW THE POST!  Be persistant.  They don't like banging, they stop when 
it's unpleasant and you've offered the ultimate reward of synchrony.  
Every time I see a rider going down the trail with his/her hair on fire & 
out of control, I see a classic fetal position.
Hardware isn't the answer....homework is!!
