    It is illegal....I am sure that somewhere in there it says "horse and rider team" .  but I am just too lazy to look.   On the American River ride once I came across a man riding with his grandchild on a pony and we had to cross the river and he was concerned because it was deep.  I told him to put the kid on his horse double behind him and lead the pony across which he did.  His horse could just walk through but the pony had to swim.  Once across, the little boy got back on his pony and off they went......happy and safe....mb
