would appear as though that is exactly what they did. Did they mean to put
in the word "resident" instead of "citizen"? Was it just a mistake or was
there some sort of purpose for this that I am just not seeing?......

Ginger, I've wished someone on the
BoD would step in and state why the membership even need be restricted to
residents, let alone citizens. So far no one has explained the need for
this change in the first place, although a couple of folks have now hinted that
"citizen" could be changed to "resident" without any
problem.
