The longer legged horse does not always have the longer stride...you must consider shoulder angles, hip angles, hock angles, sacro-lumbar, stifle....and how all those areas work together.
And, at some point, proper training has to come into play...horses who cap can be be trained to lengthen their strides to reach up under themselves more effectively.
So, when it does come down to it, it is not about height, it is about proper conformation and use of that conformation for what the task at hand is, whether it is endurance or dressage or polebending.
I ride a 16.1hh purebred Arabian gelding and I ride a 14.1 1/2hh Arabian gelding...each has his strengths and weakness. Riding to their strengths and managing their weaknesses seems pretty important to each.
