I had a gelding that had this. The shoer removed part of the hoof (my vet was there to watch) and then put something on the exposed part, dried it very very well with a hair dryer I think, and then put a special epoxy over it and he was good as new. The removed part slowly grew down and was eventually trimmed off. The epoxy was as good as hoof wall and he was sound.
