This IS indeed an important issue.  

In my experience on multi-days, the various RMs *have*
accounted for ALL starters.  I've seen no evidence of
any misconduct on the multi-days I've attended.  

It's also been my experience that what ever mileage
the ride was sanctioned is what I rode...every INCH!
