    If the rider is at the starting line, answers the roll call, and moves out
    when the starting signal is given, then that rider is a "starter".  If the
    rider is bucked off, 50 feet from the starting line, the ride manager may
    certainly refund the rider's entry fee if he wishes, but the rider was an
    OFFICIAL starter, for the purposes of AERC records.  And the RM pays AERC
    the starting rider fee, which isn't so expensive as to be unbearable.
