Because a lot of people don't get along very well with mules.

Like horses, there is a lot of difference in breeding among mules--some are
well-suited to endurance and some are not.  But mules DO take a different
mindset to ride than do horses, and some folks have it and some folks don't.
Over the years, there have been several good "mule riders" who have teamed
up with good mules and done very well.
