This discussion is proving very interesting. I am on a local study group concerned with dogs off leash on trails in the foothills. The city and county each have codes prohibiting dogs off leash in public areas. The dog owners petitioned for several park areas set aside for off leash dog play areas. The one nearest me is about five acres. Now the dog owners want the entire park declared a place for dogs off leash along the trail system. Pertinent facts that have come out of this study include; this is a nation wide problem but most prevalent in the west. Only about 50% of the owners bother with a dog license. The dog owners say no matter what the legal code, they will let their dogs off leash so they "can be dogs and run and play" when out on the trails in the foothills. Some even feel it is the dogs nature and right to run and chase things like horses and people as well as wild life. I have expressed my opinion that their dog chases one of my horses they then own a dead dog. So dogs being a problem at endurance rides are not exclusive. Once we found out he was just a friendly old guy, we used that one. Seems most folks weren't too sure and moved on to another one. That one was not used much. <grin> Not ride management's fault that people chose to ignore the rules. It's almost impossible to police. I would support a total ban on dogs at rides...but I'm sure I'm in the minority on that issue. My dog does not go to rides and is not allowed to trail ride with me....but that's yet another story.
