is....why do the people who don't tie their dogs up ...do it???
Does anyone who leaves their dog run loose want to respond?????

I think the simple truth is that some people don't think the rules apply to them.  Another thing I have noticed is that "small dogs don't count".  A lot of people just don't get the fact that not everyone loves dogs.  I happen to have dogs and love them and take them to rides but I know that not everyone will love them like I do.  I also have a very large german shepherd that is not real partial to small children and I can't afford to have him running about loose.  It comes under the heading of responsible dog owner....maryben
