The ride takes place just over the state line in AZ.  It would be AZ law 
that would apply.  If animal abuse law in AZ includes riding a horse to 
death, according to my rancher informant, that already happened last year.

I absolutely agree that if I am going to do anything, it should be with a 
group of locals, rather than as the Lone Ranger.  That's why I'm asking 
here, to make sure that I understand the options and ramifications.
