I wonder if they're talking about FMD? The Texas Animal Health Commission 
has a page about it -- check the navigation links on the upper left of 
this page: http://www.tahc.state.tx.us/ 

I did a quick search on the web and came up with nothing but that. 
Probably the best person to ask would be a vet or farrier you know who 
keeps up-to-date on everything.
