Ag stops and certificates

We stopped at the Welcome station in GA one time and an Ag guy pulled up next to us. Showed him all the paper work and asked him did I miss the ag station? He said no, there are roaming ag inspectors in Ga. I asked how many and he said "2". Now, if it was that important to check livestock coming and going, shouldn't there be more than 2? While they are roaming and catching 1 or 2 rigs, there are 10 or more going right by! Is that tax money well spent, or what? How does anyone keep up with all the different states when traveling?
