Well, CA stops you at the border and asks for health certificates, and over the years I have also been stopped in OR, WA, ID, CO, UT, AZ, WY, KS, and OK at roving checkpoints.  Maybe it's just that I haul a lot of miles, but the only states I've hauled in that I HAVEN'T been stopped at one time or another are MT, NM, TX, and MS.  Admittedly, the most surveillance was during the VS outbreak.
