In the vast majority of these high/low horses, the high heel is too high, granted, but the low heel is also too low.  It is pretty simple to lower the high heel with a set of nippers--but it takes a great deal of work and patience to get the low heel back up to where it should be.  No, the answer is NOT, in most cases, to simply make the high one look like the low one--both sides are at "fault" in this syndrome!
