How to measure cinch

Hi all,

I have this "new" western saddle and need to buy a pad and cinch for it.  I
have a cinch I borrowed from my barn to use on him for now.  It seems to be
about the right length to me(how high up on the barrel are cinches supposed to
come anyway?.  I need to measure it to see what size I should buy for Tanna.
 The cinch I'm borrowing is a basic rope cinch.  Do I measure just the rope
or to the outside of the cinch rings, too? ()----------()  (ie, measure from
the external parentheses or the internal ones?).
