   I have found washing the tail with a generic brand
of Head and shoulders helps with dry flaky skin on the
tail. Make sure you work it well into the skin on the
tail bone and get a good lather. Let sit for a couple
of min, then rinse WELL. If any shampoo is left in the
tail it will make it worse. Then I follow with a store
brand conditioner that you apply and wash out (Suave
works well). when the tail is just damp I spray on MVP
tail detangler, making sure to saturate the hair to
the bone. I have tried several brands of detangler and
love MVP, it leaves the tail soft and silky,not sticky
like most of them do. I try to wash the tail once
every two weeks. Once the flaking is gone I use a
shampoo with conditioner in it (saves a step).
    This comes from years of showing western pleasure
horses that have to have nice luxerious tails before
fake tails were allowed!
