question re: scrathes and rain rot/rain scald

I aquired most of my limited horsey knowledge between the
ages of 6 and 18, in Maine. I never heard of 'rain-rot', 'rain
scald', 'scratches', or 'greasy heel' before I moved to
Virginia as an adult and took up riding again. Nor do I recall
any of the horses I knew as a kid suffering from maladies like
these. Are scratches and/or rain-rot less common in deep-
freeze areas like Maine, where winter sub-zero temps are
common?
