Now, there's a difference between a cavesson and a dropped nose band--or a figure 8 cavesson/noseband.  I think the nomenclature is getting mixed up here.  A dropped nose band IS for keeping the mouth shut--as is the lower portion of the figure 8 nose band.  Both of these go below the bit and right under the chin.  Now, as far as what the actual action of a Cavesson is...haven't figured that out yet :-)...maybe it's a left over standing martingale attachment that never died--which it can still be used for, or maybe it was used as a dropped nose band from time to time on those 'wild' foxhunts, but was 'stored' above the bit for easy access when the horse was 'behaving' (we all know how wrapped up in 'history' our neighborly Englishmen can be ;-)
