Because people who think it isn't important don't have their horses tested.
They sneak them around and don't get caught, or they use the same paper on
three grey horses, two of which have never been tested.  They ride in groups
that don't require testing, and they don't (respectfully) ask their riding
partners to please not bring untested horses around their stock.
