Pre-purchase/Flexion tests

I have always wondered - what is the criteria for failure of a 
flexion test?  Is is that the horse must go off sound from the 
first stride, or is he allowed two, three or four strides before
it is declared that he failed the test?  Or is it subjective as
to the vet performing the test?
