You won't find anything. From Arizona's Administrative Procedures Act:
§ 41-1005. Exemptions
A. This chapter does not apply to any:
1. Rule which relates to the use of public works, including streets and
highways, under the jurisdiction of an agency if the effect of the order is
indicated to the public by means of signs or signals.

In other words, they can by posting a sign they can make any rule they have
legislative authority (and that authority is broad). Don't have a handle on
the fine, but that would be under some general statute giving DOT the
authority to make rules.
