I thought you said you used a UPS authorized shipper, not the UPS
customer counter.  I would think that the agent for UPS, in this case,
is responsible for informing you of what is or is not covered.

As a UPS shipper myself, I get almost weekly updates on rules and
regulations. There website is VERY extensive and limitations on
insurance on goods is there, just, IMO, very hard to find.

If you did not tell the agent what you were shipping, just the value,
they probably had no reason to tell you about limitations on shipments
of one of a kind or irreplaceable items.  This does not excuse them. One
reason people get upset with me is that I constantly demand details.
Most assume you will go along with whatever the "policy" is. I don't
always. Sometimes I have negotiated terms on supposedly "firm" policies
and reached an agreement we both can live with.

I sincerely doubted that UPS could compete with DHL or other freight
companies for my upcoming shipment to France, but they gave me a one
time rate you would not believe and with terms I can live with.  Never
know until you ask.
