They complete just the same as anybody else.  Riders came from far away 
with almost no experience and completed, while previous Tevis completers, 
winners and Haggin cup winners, and riders with over 10,000 miles (and are 
locals) didn't complete.  How would qualifying people change anything?

48 out of state (other than CA) riders completed.
56-58 (est.) out of state did not complete  (includes some "unknowns" -- 
list not updated)

Not a huge difference, considering that several riders that did not 
complete were from out of the country/state of CA and riding supplied 
horses.  Not when you figure 51 out of 100 didn't finish overall.
