Fair and consistent is one thing, while "stressing all horses equally" is
another.  "Stressing all the horses equally" is supposedly what the CTR
rules are trying to do. Seems ridiculous to me, since all horses are not
equal - not equally conditioned, not equally conformed, not equally fed,
not carrying the same rider, etc.  Pushing new riders to stress their
horses "equally" to other horses that may be in much better condition (and
may be carrying riders with more experience and knowledge) is a bad idea,
in my opinion.  It might be a fun idea for seasoned competitors, but NOT
for newbies.
